An Irrational Number is one that cannot be expressed as a ratio of integers.

For example, 3/5 is clearly a rational number, because it's a ratio of integers. However, root two is irrational.

Other examples of irrational numbers are $\pi$, $e$, (which are transcendental numbers) and the Golden Ratio $\phi$ (which is an algebraic number).
