Technical

• Edits by the same person in a short time are "rolled up".
• So successive changes by the same person are always allowed.
• Reduces the pages stored in the page history.
• Saves permitted if the last change was by the same person.
• Avoids the "cached edit page" syndrome
• Probably as a by-product of the "rolled up changes" feature
• Show the current time in the edit lock message.
